Just up the path, speak to Tobli's assistant and choose "Shure, why not?".
Now head to the spring and speak to Bayra there to begin Track Down the Troupe! mission.
After the mission, choose "No" to stay in Macalania.
Return to the entrance and speak to Tobli's assistant again and he'll give you the Bitter Farewell grid.
He'll also give you Minerva's Plate if you completed the Shave the Hypello? mission without speaking to Tobli first.
If you have not already, you can complete the Follow That O'aka! mission.
The Travel Agency will only be open for business if you turned O'aka in to the Al Bhed at the end of the Follow That O'aka! misson.
