After Nhadala speaks to you, go to the pilot and choose to visit the Cactuar Nation. Once there, speak to Marnela and answer "That makes perfect sense!" to begin the The Cactuar Connection mission. Shinra will install 2 CommSpheres: one as soon as you arrive, the other at the Cactuar Nation.

If you visit the Oasis, you can sometimes run into a caravan that will sell you some excellent accessories. There may also be a treasure chest in the water that holds a Hi-Potion.
