Go down the stairs.
At the bottom talk to the guy seated behind the cart and he'll give you the job of handing out balloons.
Hand out all ten to the people in the square.
You'll have to open up the window near the back of the square to find the last two people.
Afterward, you'll receive the Healing Wind grid and view the rest of the story.
Mission Complete!
