  It's an exaggeration to say you "need" the primers to understand the Al Bhed "language". It's just your basic cypher, made simpler still by the fact that all vowels are "translated" to vowels and all consonants to consonants (counting Y as a vowel), which presumably was done so the voice actors would always be able to pronounce the words. Once you have a handful of the primers, it's not too hard to figure out the code on your own. (It's trivial once you have about half.)
