Cactuar King
If you have any characters with lower base HP, set their overdrive mode to comrade because for example; 100,000 damage to someone with a base HP level of around 1 or 2 thousand is HUGE. This can then be converted into AP through Overdrive -> AP. This way, you will get SO much AP with any untrained characters much quicker (:

Re: Tons of EXP
I personally found this a lot more effective than Don Tonberry at Lower Levels. Tonberry only did like 22000 damage to my people with Karma. Once he got close, 9999 was all he ever dished out.
With this guy, I had 3 characters with Auto-Phoenix and one with Auto-Haste. Just kept defending until he ran away. Between 10,000 Needles and 99,999 Needles I averaged 300,000 AP per battle which at the time translated to about 20-25 sphere levels(or 0, the one time the little bastage ran away on the first turn).
On a side note, as previously mentioned, you can also save some time making your "ultimate armor" this way by steal/mugging chocobo wings from him.

Re: Tons of EXP
this trick works best with don tonbery. just set one character to stonic and the others to comrad and attack with only stonic character. when he stops using karma flee the battle.

Tons of EXP
You can get TONS of exp from this guy by having Overdrive->AP and having overdrive set to comrade. When a character takes damage, instead of overdrive, the other characters will recieve AP. Works even better with triple AP and triple overdrive, but double of either will make you level fast.

Notes
Seems to randomly alternate between 10,000 Needles (which you can survive with Break HP Limit) and 100,000 Needles (which you can't).
Kill him quickly or make sure you have Auto-Phoenix equipped on at least two characters.
