On another website I read you have to go to the Highbridge first.
After I finished Lady Yunalesca I went to the Highbridge. Then he was there (in the very beginning, just after you exit the Thunderplains). I didn't even talk to O'aka in the Luca theatre:)

First off, you will want to buy stuff from him in the future, trust me, so NEVER ignore O'aka and ALLWAYS lend him money (money that you will never see again 0_o ).

Next go to Luca theatre(not the stadium), O'aka will be there talk to him once or twice. He will say Wantz' got all the good stuff.
NOW, you can find Wantz in Macalania south of the save sphere.

can't find wantz
I can't find wantz in the Macalania Woods on Final Fantasy 10. Please tell me I don't have to go back through the game if I missed talking to Oaka once.
