Presumably because it's both the common steal and the rare steal for those fiends, so the database returns them twice.
I'm sure the code responsible for that could be rewritten to eliminate duplicates, but it's not entirely obvious that that's the "right" thing to do. Sometimes you want to know if something satisfies your search criteria in more than one way.

Why do you have Mech Gunner and Mech Hunter in double in "Steal" o.o;;
