kill monsters is omega ruins is the best place to get the tetra shield they drop it sometimes

You can buy them from Wantz after you've defeatern Lady Yunalesca.
You first head to the highbridge as soon as you get control over the game again.
Then you can find Wantz at the entrance of the Macalania Woods.
If you're lucky you can also find them in some battles or treasure chests
