You should pick up any chests you want and do any PR Campaign / There Goes the Bride before going into the Travel Agency.
The part of the Highroad just north of the Travel Agency will be closed off for the remainder of the chapter once you complete the mission.
Enter the Travel Agency and then follow the girl who walks out to the edge of the cliff.
Speak to her and when the chocobo appears, answer "I think I remember..." then "Of course!" to begin the Cuckoo for Chocobos! mission.
Afterward, you'll be back onboard the Celcius.
Go back down to the Travel Agency and speak to Clasko and Calli.
Choose "All aboard!" to bring them with you.
